I am going to introduce you to the technology of Serbian-American Nikola Tesla and the weaponization of his technology.    Tesla lived here in New York City at the turn of the last century.  He is responsible for the United States using alternating current electricity.  He invented the laser among other things and developed an energy weapon system capable of knocking down airplanes 250-300 miles out (basically to the curvature of the earth).  He believed this weapon was so powerful it would end all war; and being a man of peace, he urged the United States and Britain to work with him.  They refused to develop his weapon which he wanted installed along both coastlines of the United States.  However, the Soviets started working with him and proceeded to weaponize his directed energy technology.

Thomas Schelling noted:  “There is a tendency in our planning to confuse the unfamiliar with the improbable.  The contingency we have not considered seriously looks strange; what looks strange is thought improbable; what is improbable need not be considered seriously.”

The first rule of modern warfare is “never bring a knife to a gunfight.  Bring a gun.  Preferably, bring at least two guns.”  As new weapon systems develop, the old systems become a knife.  A directed energy weapon can destroy nuclear weapons where they sit, they can knock down any airplane and knock out any tank anyplace, anytime.  Therefore, those weapon systems have become a knife.

Today’s scientific applications of heft are biology, directed energy, and nanotechnology.  We may logically assume that the next epoch will see potent weapons and systems built around at least these elements and their convergence:

1. Directed energy traveling at the speed of light
2. Impenetrable airspace
3. Virological and bacteriological weapons
4. Unmanned air vehicles (UAVs)
5. Weather as a weapon

Among other things, I will be talking about the evolution of warfare including weather as a weapon.  We are living in the future.  It will be necessary for you to set aside your belief that only God creates the weather.  God is having a lot of help these days.

Hiding Behind Mother Nature's Skirts

It allows governments to hide behind Mother Nature’s skirts.  Mother Nature gives great plausible deniability.  It allows an attack to appear to be an act of God and allows a country or military to act as a rescuer and to shape the rebuilding of the disaster area.  John Perkins, author of Confessions of An Economic Hit Man talks about the December 26, 2004, Asian Tsunami  in his  2007 book The Secret History of American Empire.  On pages 50-52 he talks about how the Free Aceh Movement was put down and corporatocracy became the winner.  The rise of “disaster capitalism” combined with diseases specifically designed for population groups and put on weather fronts that can be moved at will or held in place creates a powerful combination for control.

In 1966 Dr. Gordon J. F. MacDonald wrote:  “The key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy.”

William Cohen, United States Secretary of Defense during Bill Clinton’s administration was quoted at the Conference on Terrorism, Weapons of Mass Destruction, and U.S. Strategy at the University of Georgia in Athens, Georgia, April 28, 1997:  “Others are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves.  So there are plenty of  ingenius minds out there that are at work finding ways in which they can wreak terror upon other nations.  It’s real, and that’s the reason why we have to intensify our efforts.”

Scientists say that a typical hurricane can release more than 130 quadrillion joules of wind energy a day—the equivalent of more than 3 million tons of the explosive TNT, or more than one hundred Hiroshima bombs.  This was reported in an article “Studying Storms—When God Plays Dice:” in the Fall 2006 magazine On Wisconsin.  The University of Wisconsin is engaged in weather programs.

Today there are many countries, corporations and at least one terrorist group actively engaged in weather warfare.

Environmental warfare is defined as the intentional modification or manipulation of the natural ecology, such as climate and weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system, and/or the triggering of seismic events (earthquakes) to cause intentional physical destruction to an intended target geophysical or population location, as part of strategic or tactical war.

History of Weather Modification

The use of weather as a weapon is well documented:

1. Project Seal – top secret experiments conducted off New Zealand coast to perfect a tidal wave bomb 1944 and 1945 – A tsunami bomb

2. Project Cirrus – First known American attempt to control a hurricane.  Ill-fated project operated by U.S. Navy and a group of scientists from General Electric October 13, 1947 which resulted in hurricane making landfall near Savannah, Georgia, causing massive destruction and lots of cover-up

3. Artificial Cloud Nucleation Project (AEN) – From 1951-53 U.S. Navy and Air Force conducted numerous and systemic cloud seeding experiments in southwestern Washington

4. Project Skyfire – In 1960 and 1961 the U.S. Army pursued lightning suppression through experiments where millions of tiny needles were released to “seed” clouds

5. Soviet programs – to create clear skies for May Day parades

6. Project Woodpecker – Soviet program – The “Electron Cyclotron Resonance Heating Method” now being used to alter the earth’s magnetic field---in order to modify weather, create or trigger earthquakes and volcanoes, spread viruses, create the phenomenon known as “electromagnetic pulse” and to modify behavior control among the populations.  It was first turned on July 4, 1976, the U.S. Bicentennial.  Soviets made advances in bending the all-important jet stream that sweeps across Siberia to set global wind patterns.  It is named for the hammering sound like that of a woodpecker and is well known to short wave radio operators.

7. Project Storm Fury – U.S. hurricane modification 1962-1983 focused on artificial stimulation of convection outside the eyewall through seeding with silver iodide.  Modification attempted on 4 hurricanes on 8 different days led to inconclusive results

8. Project Whitetop – cloud seeding experiment performed over West Plains, Missouri by Braham over five summers 1960-64

9. Project Faultless – The United States set off a nuclear weapon on a fault line deep in the vast Nevada desert in 1968 to see if they could induce an earthquake—and they got one!

10. Operation Popeye – Cloud seeding to extend monsoon season to muddy Ho Chi Minh Trail and extensive chemical defoliation in Vietnam by U.S. 1967-72.  This program is cited as the reason for calling for ENMOD legislation at the United Nations.

11.  Project Cloverleaf – CIA-led operation that was one of the initial aerosolized heavy-metal particulate operations in mid-1990s

12.  GWEN (Ground Wave Emergency Network) Towers – Nearly 300-foot towers constructed in the 1980s across the United States spaced 200 miles apart to allow specific frequencies to be “tailored” to the geomagnetic field strength in each GWEN area.  They can fine tune American weather conditions and have caused massive storms.

13. H.A.A.R.P. (High-frequency Active Auroral Research Program) – United States Arctic facility designed specifically for upper atmospheric and solar-terrestrial research. It is the world’s most powerful ionospheric heater.  Operating in Gakona, Alaska, as part of the Strategic Defense Initiative (Star Wars), it is a powerful tool for weather and climate modification operated jointly by the U.S. Navy and Air Force.

Ionosphere research facilities have been in continuous use since the 1950s to investigate fundamental physical principles which govern the earth’s ionosphere.  Other HAARP-like facilities listed on the government HAARP website include:

1. HIPAS – United States facility which is engaged in the study of the ionosphere through the use of high power radio transmission as well as state of the art LIDAR (Light Detection And Ranging) facility.  It is located 30 miles Northeast of Fairbanks, Alaska, in the small community of Two Rivers, Alaska

2. Puerto Rico, near the Arecibo Observatory

3. The European Incoherent Scatter Radar Site (EISCAT) near Tromso in northern Norway which is operated by Max Plaank Institute in Germany by a five-country consortium.  It is described as a premier ionosphere research facility.

4. Jicamarca, Peru
5. Near Moscow
6. Nizhny Novgorod (“SURA”)
7. Apatity, Russia
8. Near Kharkov, Ukraine
9. Dushanbe, Tadzhikistan

When ENMOD (United Nations Convention on the Prohibition of Military or Other Hostile Use of Environmental Modification Techniques) went into force October, 1978, there was an immediate halt to all reporting and funding of weather modification programs.  What had been openly acknowledged and reported became very secretive.  This was either the best treaty ever negotiated here at the United Nations and should be used as a model for other issues such as nuclear or perhaps something else occurred.  It has 72 states parties and 17 more countries which have signed but not ratified.  It is generally considered a toothless convention and is all but forgotten.   Rather than stopping progress in weather modification field, it just caused all programs to be disguised as research or to be put into “black” or secret operations.

There is a lot of overlap between civilian and government research and programs in weather modification.  While the U.S. government has currently backed off from overt funding of this research other nations and private corporations have picked up the slack.  There are over 50 weather modification projects being conducted in the U.S. at the present time.

The Washington Times reported March 29, 1992, on the incidence of extremely low frequency (ELF) radio signals being associated with earthquakes, stating:  “Satellites and ground sensors detected mysterious radio waves or related electrical magnetic activity before major earthquakes in Southern California during 1980-87, Armenia in 1988, and Japan and Northern California in 1989.”  An Athens University physicist was also reported to have observed electromagnetic signals in six out of seven quakes in Greece over several years.  ELF waves may be a natural phenomena (“Charlotte’s Syndrome”). Or could the military, rogue states or terrorists cause earthquakes by generating the right soft of ELF waves?

China’s plan to keep the skies sunny and clear during the 2008 Summer Olympics in Beijing shows how far weather modification has come according to The Washington Times May 3, 2007.  China spends $100 million on weather modification projects, training about 1,500 scientists to administer them.

A Russian company called “Elate Intelligent Technologies, Inc.” sells weather control equipment by using the advertising slogan “Weather Made to Order.”  In other words, you can for as little as $200 U.S. per day order weather just like you can order a sofa from a Sears catalogue.

Russia’s open selling for former Soviet military weather modification devices often made for interesting news stories.  “Malaysia to battle smog with cyclones” is a headline in the November 13, 1997, Wall Street Journal.  “The plan calls for the use of new Russian technology to create cyclones—the giant storms also known as typhoons and hurricanes—to cause torrential rains washing the smoke out of the air.”

 In 1996 Russian space and weather-control scientists hooked up with Mexico, founding Electrificacion Local de la Atmosfera Terretre (ELAT).  There are now 13 facilities with additional ones being installed in Baja California and the state of Puebla.

Legislation Addressing Weather Modification

In addition to ENMOD, other examples of legislation addressing weather modification would include the unsuccessful United States Preservation Act of 2001, which was introduced by Rep. Dennis Kucinich.  This bill was intended to ban space deployment of:

1. Electronic, psychotronic and information weaponry
2. High altitude ultra low frequency weapons
3. Plasma, electromagnetic, sonic and ultrasonic weapons
4. Laser weapons
5. Strategic, theater, tactical or extraterrestrial weapons
6. Chemical, biological, environmental, climate or tectonic weapons
7. Chemtrails – which was stricken from a later version, suggesting duress

S-517 Weather Modfication Research and Technology Transfer Authorization Act of 2005 and U.S. House Bill 2995 would allow experimental weather modification by artificial methods and implement a national weather modification policy.

Military Reports on Weather

Examples of military reports would include the United States Air Force “Weather as a Force Multiplier:  Owning the Weather in 2025”—a 1996 study that included more than 200 participants with more than 70 guest speakers, including experts on creativity and critical thinking; science fiction writers and movie producers who could introduce ideas as fiction to acculturate the public to new weapons.

Under Chapter 4—Concept of Operations the report stated:  “The essential ingredient of the weather-modification system is the set of intervention techniques used to modify the weather.  The number of specific intervention methodologies is limited only by the imagination, but with few exceptions they involve fusing either energy or chemicals into the meteorological process in the right way, at the right place and time.  The intervention could be designed to modify the weather in a number of ways, such as influencing clouds and precipitation, storm intensity, climate, space or fog.”

The Executive Summary states:  “A high-risk, high-reward endeavor, weather-modification offers a dilemma not unlike the splitting of the atom.  While some segments of society will always be reluctant to examine controversial issues such as weather-modification, the tremendous military capabilities that could result from this field are ignored at our own peril…”

The document also states:  “Weather modification will become a part of domestic and international security and could be done unilaterally.  It could have offensive and defensive applications and even be used for deterrence purposes.  The ability to generate precipitation, fog, and storms on earth or to modify space weather, …and the production of artificial weather all are a part of an integrated set of technologies which can provide substantial increase in U.S., or degraded capability in an adversary, to achieve global awareness, reach, and power.”

The study uses terms such as “full spectrum dominance.”  One goal of this U.S. military report is strategic control of the weather over battlefields in distant countries in the next twenty years.

Disease as a Weapon

Finally, I want to call your attention to the potential of disease as a weapon which can now be combined with weather as a weapon.

When Brigadier General J. H. Rothschild wrote his definitive book on biological/chemical warfare Tomorrow’s Weapons in 1964 he detailed how disease could be put on the weather jet streams which were quite predictable at that time.  He also noted that biological agents were preferable to chemical because of the size of the substances.  His book noted that they were limited to known pathogens at that time.  Rothschild spoke of the importance of air-borne substances because everyone has to breathe and noted that small particles of both chemical and biological agents are desirable for distribution with particles between 1 and 5 microns in diameter being the most desirable.

Leonard Cole’s 1989 book Clouds of Secrecy—The Army’s Germ Warfare Tests over Populated Areas provides a glimpse into tests conducted on American cities.

Conclusion

Today’s warriors have more options:

1.  They are no longer limited to known pathogens
2.  They can now design new diseases to be ethnic specific
3.  They can broadcast diseases with Longitudinal Electromagnetic Waves – Longitudinal EM Biowars
4.  They can manipulate jet streams and hold them over an area indefinitely and put diseases on these weather fronts.

In conclusion, disease as a weapon combined with weather as a weapon creates a powerful tool for the military. Lab-designed diseases specific to biological markers of populations can be placed on weather fronts that can be moved at will.  Droughts and floods make people more prone to be susceptible to these diseases; so the potential impact on humanity is profound.
